Hall of Fame promoter Bob Arum of Top Rank has no idea what Manny Pacquiao (59-7-2, 38 KOs) plans to do with his future in the sport of boxing.

Back in April, Pacquiao suffered a shocking upset loss when he lost his WBO welterweight title via a twelve round unanimous decision at the hands of Jeff Horn.

There was a rematch clause in Pacquiao's favor and he exercised that option. Arum set down the rematch for a date in November, but then Pacquiao withdrew from the bout - citing conflicts with his work schedule as a senator in the Philippines.

The big issue, as Arum had previously told BoxingScene.com, is that Pacquiao refuses to return to Australia for the Horn rematch. The Filipino fighter believes he was robbed on the scorecards and he also blames the referee for not penalizing Horn for roughhouse tactics - including two accidental head clashes which opened up serious cuts on Pacquiao face.

Pacquiao wants the second fight to take place in Manila, but the Philippines is not offering any money to host he fight - while Australia is ready to throw millions. The first meeting drew over 51,000 fans to the Suncorp Stadium in Brisbane - and several cities in Australia are ready to open their wallets for a bidding war to secure the second match.

“There is no money in the Philippines but there is in Australia,” Arum said to the Manila Bulletin.

Pacquiao, who is 38 years old, is 2-2 in his last four fights and his head trainer, Freddie Roach, wants him to fight Horn in a rematch and then retire from the sport for good.

At the moment, Arum says Pacquiao is fully focused on his political career and not even discussing his career as a boxer.

"Manny is not concentrating as a fighter,” Arum said. “Manny’s doing so many important things as a senator. I don’t know what his plans are [in the sport of boxing]"
